That part is mentioned at 
http://pgadmin.postgresql.org/pgadmin2.php?ContentID=15 but I missed 
the very important point which is at the end of the sentence:
Click OK, and you should see a message box indicating success. The 
Migration Wizard should now appear on the Plugins menu in pgAdmin 
when you next start it, and connect to a server
Perhaps this is better:
Click OK, and you should see a message box indicating success. After 
restarting pgAdmin and connecting to a server, the Migration Wizard 
should now appear on the Plugins menu.
