All of 7.x versions of PostgreSQL (generously patched by Jason) run on w9x with the same restrictions they do on NT/2000. "make tests" is the place where the things differ, w9x/cygwin having not all the facilities the test suite assumes. Also installation process is somehow simpler, as there are no file ownership problems to deal with. This leads to some security issues, but they are OS inherent in this case.
Oh, and there are of course, cygwin problems for some versions of the dll, check this list for their history.
