I personally think the approach of blocking entire ISP is stupid. I've
been unable to send Tom mail for quite some time (and others on this
list) because all of XO.com is block. We have a rack in their chicago
datacenters with all our own equipment that's managed by us. With all
the spam being sent from everywhere, i'm amazed people who take this
approach don't just block 100% of their mail from everwhere and never
get another email. This idea of good / bad ISP is a little misquided
when you come down to the practicality of things.
