It's not much of a checklist. You could try looking at Rod Taylor's
recent pg_depend patches (I think he's done one with a bootstrapped
catalog and one without).
But a more interesting question is what you're doing that you think
needs a new catalog. As a general rule I'd say that you'd be best
off consulting the hackers list before embarking on such a project,
not after...
