The security@ mailing list is for reporting security vulnerabilities in
PostgreSQL, and the pgsql-bugs@ list is for reporting PostgreSQL non-security
defects. Neither list can help with these question you ask.

Your questions probably require a legal expert, not a PostgreSQL expert.
https://www.postgresql.org/support/professional_support/europe/ lists a number
of organizations that provide PostgreSQL services in the Russian language.
They may know the answer. If not, they may be able to recommend a suitable
legal expert.
