The original instructions in
https://trac.osgeo.org/postgis/ticket/4125 are fairly easy to follow;
there's also a postgresql-11-postgis-2.5{,-scripts} package (not
mentioned in there) that exhibits the bug.

(Add "stretch-pgdg-testing main 11" to sources.list.)

That said, I'm just rebuilding postgresql-11 on stretch to use
llvm-4.0 instead of 3.9.
