Hi,

The prebuilt centOS built of PG 10.1 Postgis 2.4 does not include the
libprotobuf-c library. The result is that when calling the new ST_AsMVT
function, the following error is produced:

2018-01-09 23:32:31.122 AWST [9913] ERROR: Missing libprotobuf-c

This is not the case with the Debian built and I suspect the Ubuntu build.

This seems inconsistent.

I'd be supreemly grateful, if this dependency could be include in the
CentOS/RHEL packages found here:

https://download.postgresql.org/pub/repos/yum/10/redhat/rhel-7-x86_64/
