The following bug has been logged on the website:

Bug reference: 14880
Logged by: Miha Markic
Email address: miha(at)rthand(dot)com
PostgreSQL version: 10.0
Operating system: Windows Pro 10 x64
Description:

When I run pg_dump.exe it either doesn't do anything or crashes immediately
with the error below.
This happens even with commands such as "pg_dump --version". Meanwhile psql
and pg_dumpall seem working.
I've tested on real machine (v 1709) and in a virtual one (1607).
Also interesting that installer doesn't install zlib1.dll.
