The following bug has been logged on the website:

Bug reference: 14065
Logged by: Van Hertum Bert
Email address: bert(dot)vanhertum(dot)ext(at)klav(dot)be
PostgreSQL version: 9.5.2
Operating system: Windows
Description:

When installed via the installer, the default locale and collation for the
postgres db are set to Dutch_Netherlands instead of Dutch_Belgium; this
causes lots of problems for upgrading from a Dutch_Belgium installation.
