Well the pausing logic is clearly broken in 9.1 as well, isn't it?
I.e. you will get:
LOG: recovery has paused
HINT: Execute pg_xlog_replay_resume() to continue.

Instead of

FATAL: requested recovery stop point is before consistent recovery point
