The following bug has been logged online:

Bug reference: 4895
Logged by: Uwe Liebehenz
Email address: liebehenz(at)mts-software(dot)com
PostgreSQL version: 8.3.7-2
Operating system: Windows / Linux
Description: OneClickInstaller dont appreciates Client_Encoding and
also listen_addresses='*'
Details:

The click installer Version 8.3.7.-2 does not recognizes the
release for external clients and an
indication of the Client_Encoding

The click installer Version 8.3.7.-1 never work on German windows XP, dont
be able to start the Postgres "Processes" / Daemons.
Version 8.3.7.-2 work on German windows XP, but Client_Encoding is missing
and also to release for external clients.

That are ugly changes from the "old" installer.
