Description: lo_import does not work with filenames with accents
Details:

When I use the lo_import function to insert a file in a database, it doesn't
work with files with a file name containing accents.
Then I get this error:
could not open server file "\\WORKDIRS\TEST\Lead Delvaux AM Comptabilit
Fiscalit.pdf": No such file or directory.

Is there a solution?
