Problems with ñÑéíóúá in XP Professional and not under XP Home

Hi there! i amd working with VB 6.0 and Postgresql 8.1
now , i have some problems with encodings display
under XP Pro, i install the ODBC version 8.0.1.2 and
work fine under Windows XP Home Clients, display
everything(ñÑéíóúá) , but the same odbc under Windows
XP Professional Edition not display ñÑéíóúá ,any idea
?, this XP Pro , if i replace the psqlodbc.dll with
dll version 7.3.2.8 work fine. I do it that for the
moment.

I test with odbc vesion 8.1.2 unicode/ansi and don't
display ñÑéíóúá.

If i use PostgreSQL Manager Lite to query the
database, work fine.

My database was created with encoding LATIN1.
