FWIW, the 8.1beta has the following code:

                   (errmsg("database \"%s\" must be vacuumed within %u transactions",
                                   (MaxTransactionId >> 1) - age),
                        errhint("To avoid a database shutdown, execute a full-database VACUUM in \"%s\".",

Should be enough I think...
