Description: Respons(Binary) is not correctly by PQexecParams
Details:

When character-string data is demanded with PQexecParams in the binary, it
is not correct.
However, character-string data is a server: EUC-JP and client: It is
SHIFTJIS.
It is because it is not NULL stop though the cause passes the character
string to convert the code in pq_sendtext.
