Tu sistema operativo no tiene soporte para el locale que has definido.
Como es C, que se supone que todo sistema deberia tener, da la impresion
de que tu sistema operativo esta totalmente roto. De cual se trata?
Quizas sea simplemente cosa de instalar algun paquete adicional.
