python - be: Make PyPgFunction inherit from PyPgObject(pg_proc entry).

Make PyPgFunction inherit from PyPgObject(pg_proc entry).

Move oid, old, new, and event to the Pull object, instead of passing in
arguments.

Update other dependencies as needed.
