beta2 not finding openssl

Beta2 of 8.0.0 doesn't find openssl. 7.4.1 on the same system does.

This is RH 9 (kernel 2.4.20-8) with openssl-0.9.7b installed from the
source code.

I get:

checking openssl/ssl.h usability... no
checking openssl/ssl.h presence... no
checking for openssl/ssl.h... no
configure: error: header file <openssl/ssl.h> is required for OpenSSL
