7.4.2 gives it like this:
testbed=# select replace('test %%400%% result',
'result', 'ok');
replace
-----------------
test %%400%% ok
(1 row)
testbed =# select replace('test %400% result',
'result', 'ok');
replace
---------------
test %400% ok
