Let me shortly point out the status of this out of my point of view. However, as I currently don't have the time to actively work on this, feel free to kill my code and implement it as you think ;)

Mit freundlichen Grüßen

Nothing has been translated yet (except the layout which has been translated into german: see system/languages/de.php)

This is now done using the rebuildcache tool. See tools/rebuildcache

This is not yet done. Michael wanted to work on this, but I don't know if he has done anything yet.

This has already been done.

See the system and system/global directories.

There is something in the admin directory. However I don't know if you can call this "easy" and it's not yet capable of wysiwyg or bbcode.

Hmm, we use gettext on the pgAdmin site (and keep the text in the
context in which it will appear) and I find the site a real pain to
maintain. The old site (although only in English) was much easier to
maintain - it kept content in a db and used a single php script to
display all pages bar a few odd scripts.

External like poEdit or kBabel or external like an admin page (as
opposed to updates through psql)? There will certainly be the latter.
