Did you forget to read the README again?
$ fgrep cygrunsrv /usr/doc/cygwin/cron.README
cygrunsrv. Install as service like that:
cygrunsrv -I cron -p /usr/sbin/cron -a -D
Or, did you just forgot to start the service?
$ net start cron
