Description:

*Steps to Reproduce*
1. Log in
2. Go to Pgadmin browser
3. Right click on a server
4. Select properties
5. Select background color
6. Click on Save.
7. Log out and log in
8. Go to Pgadmin browser
9. Right click on a server
10. Select properties
11. Select background color
12. Pgadmin does not allow the user to select a new bg color.
