Service is running with cmd:"C:\Program Files\PostgreSQL\10\bin\pg_ctl.exe"
runservice -N "postgresql-x64-10" -D "C:\Program Files\PostgreSQL\10\data"
-w

But when running cmd:
>pg_ctl status -D "C:\Program Files\PostgreSQL\10\data"
pg_ctl: no server running
