Yeah, it's documented here:
https://www.postgresql.org/docs/devel/system-catalog-initial-data.html#SYSTEM-CATALOG-OID-ASSIGNMENT
and there is an entry in src/tools/RELEASE_CHANGES to remind us
to actually do the cleanup work.
