Correct yum command is:

yum whatprovides */pg_config
....
postgresql95-9.5.3-2PGDG.rhel7.x86_64 : PostgreSQL client programs and libraries
Repo        : @pgdg95
Matched from:
Filename    : /usr/pgsql-9.5/bin/pg_config

BTW pg_config is part of postgresql95 and not postgresql95-devel
