When I first time logged in the CF 3 a few months ago, if I don’t remember wrong, the cool-off period was a couple of days, not sure there is any change since then.
But CF is not a mandatory step for contributing. Just post your patch to the pg-hacker mailing list, then people who are interested in your patch will start to review your patch.
