Yes. There's several files translated. So far we have these:

advanced.po
config.po
ddl.po
dml.po
intro.po
plpgsql.po
queries.po
start.po
syntax.po

(each corresponding to the identically named sgml file).

I have reviewed a bunch of them; the rest need some editorial review.

It's going slow, but at least it moves ahead.
