Ctrl+V Hot key defined twice

Hi,

I don't know how to submit a ticket or bug report, but on the last
versions 1.10.0,..,1.10.2, the Query Window have the hot key Crtl+V
assigned to two different commands: Paste (the usual behavior) and to
Uppercase. As a consequence, the paste function using Crtl+V does not
work. Although it is really a minor issue, the user experience is very
bad.
>From reading the code pgadmin/frm/frmQuery.cpp, Crtl+U should be
assigned to the upper case function, but I don't know why, Ctrl+V is
used instead, in the compiled version.
I'm running pgadmin3 on Ubuntu 9.10+Gnome 2.28.1.

Help is appreciated to solve the issue.
