Hm, you sure this was a 7.1 release system you are upgrading from?
That sounds more like 7.0.

If it was 7.0, you'll have to reinstall the 7.0 code long enough to
do a pg_dumpall. You can't update from 7.0 to 7.1 without
dump/initdb/reload, I'm afraid.
