libpgtcl.so is supplied with PostgreSQL itself. If you build from
source, you need to configure it to build with Tk/Tcl support.

If you are as unacquainted with the system as your first paragraph
suggests, you may do better to install prebuilt binary packages made for
your particular Linux distribution, and rely on the distribution's
dependency checking to install everything you need.
