i could not able to start the service manually

hello,

i installed cygwin and cygipc on windows NT. i started ipcdaemon,

1. if tried to start service manually it is giving error.
2. cygwin prompt, which is appearing on desktop is not opening.

suppose i can open cygwin prompt, how can i set up postgreSQL. whether i can do same as LINUX.
