missing chapter in documentation

the following chapter was referenced when I searched for information about PostgreSQL connections; however, I received the error "404! Page not found":

PostgreSQL Programmer's Guide Prev Chapter 26. Overview of PostgreSQL Internals Next How connections are Established.

Please direct me to where I could find this information. I'd like to know where I could increase the number of client connections and set a connection timeout limit.
