Accessing PostgreSQL server on linux from windows NT server

I have a need to access a database running under PostgreSQL on
a Linux box from perl running on a windows NT server.

I noticed in some of the archives that there was talk of a
port of libpq for NT. Is this true, and if so could someone
point me in the right direction as to where to find it or
another alternative to get to my data.
