connect on cygwin - v7.0

Hello,

I've installed the server , the ipc-daemon& and postmaster -i& commands
seem to work fine :

DEBUG Databse System is in production...

But I can't connect to. Always this message with pgsql -h 127.0.0.1 -d
template1 -u administrateur or without 'u' option:

Psql : PQConnectPoll() -- connect() failed: Not owner
Is the postmaster running at '127.0.0.1'
and accepting connections on TCP/IP port '5432'?

the pg_hab.conf has the host 127.0.0.1 trust line

with createdb command I've this message :

psql : connectDBstart() -- connect() failed: No such file or directory
Is the postmaster running at 'localhost'
and accepting connections on Unix socket '5432'?
