The Karoo Project began life as a database application framework.
Although I am presenting it as a system where you can get a web application completed in a matter of hours, it is really a wildly scalable PostgreSQL database application framework, that -just happens- to have a really neat web front end.

The Karoo Project has reached ALPHA - which means you can install it and use it for production services, but its installation procedure is not as simple as more mature products.
