Error installing pljava

I'm trying to install pljava on my laptop. I'm running Windows Vista 64 and have PostgreSQL 8.4 installed. I download the latest jre and jdk from java and the lastest from pljava.For my Classpath I have the following added
"D:\Program Files\PostgreSQL\pgJDBC\postgresql-8.4-701.jdbc4.jar;D:\Program Files\PostgreSQL\8.4\pljava\deploy.jar"

and I have the following in my path variable
"D:\Program Files\Java\jre6\bin;D:\Program Files\Java\jre6\bin\client"

and in the postgres;.conf file I have
"custom_variable_classes = 'pljava'
pljava.classpath='D:\\Program Files\\PostgreSQL\\8.4\\pljava\\pljava.jar'"

When I try to run the install sql script, I get the following error: "ERROR: could not load library "D:/Program Files/PostgreSQL/8.4/lib/pljava.dll": The specified module could not be found.
SQL state: XX000" The file is in the lib directory. Any ideas?
