Take a peek at the -L option to initdb. Sounds like you need to do something
like:
initdb -L c:\pgsql\share -D c:\pgsql\data -W --lc-collate=C
This is a long standing quirk with the win32 port which is (finally) being
fixed pretty much as we speak.
