Installing on NT

Quick question.  Before Christmas I downloaded the binary version for NT.
I'm missing the instructions for installing it.  I tried to start
postmaster/initdb/psql from Cygnus-20b and I got the responses below.

Where's the latest binary distribution/instructions?  Any pointers would be
greatly appreciated.
