Cannot start postgresql under winnt

with :

cygwin 1.1.4
cygipc 1.09-2 (installed and running)
postgresql-7.0-nt-binaries.tar.gz installed
initdb done (initdb -D /usr/local/pgsql/data2)

the following message is returned by postgresql :

$ ./postgres -D /usr/local/pgsql/data2
