It's possible. The fact that your running SP3 has also got me
wondering a little. I assume you do have write permissions on
C:\Program Files\PostgreSQL\8.3?

If you run from the base install directory with the following command,
do you get the same error?

bin\initdb -D data -E UTF-8 --no-locale
