I have just released pgAdmin v6.5.1 at:

pgAdmin is a PostgreSQL administration/management tool for Windows 95/98/NT.

New features/bug fixes include:

1) Modified the Create Function dialogue so It no longer assumes that only
functions written in SQL don't have an object library (e.g. plpgsql).
2) Added an SQL Pane to display SQL queries as they are built and executed.
3) Modified the error handling (again!) to display the function in which any
error occured.

Also of possible interest to Win32 developers is a beta version of an ADO
based data control with a programming and user interface. It is a very
flexible control designed to allow the construction of database applications
very rapidly. It has been tested with Access MDB files and PostgreSQL.
