GT portalBase has recently been publicly released at
www.gtportalbase.com.

The core of the product is a rich web client interface to a
postgresql database, which is usually hosted but can be stored on
your own server. The GUI gives data analysts access to the full power
of SQL when designing a schema and reports. End users have a pleasant
and easy to use working environment for data entry and reporting.

There's also an interesting integration between database records and
wiki pages, wikiBase.
