problems creating database cluster with cigwyn

Dear PostgreSQL Cigwyn staff,
I can't create the cluster of the database
I' ve followed the instructions found in your web site
(http://www.postgresql.org/docs/faqs.FAQ_CYGWIN.html)

This is the output of the Cigwyn when I attempt to create the cluster
Every help will be highly appreciated
My system runs WindowXP on fat32 partitions

follows the output of the Cigwyn shell comand "$ /usr/sbin/initdb -D
/usr/local/pgsql/data -W -E LATIN1"
