It sounds like you have a badly installed plugin, or MDAC is not installed
properly. Please try uninstalling pgAdmin, re-installing the latest MDAC
from www.microsoft.com/data, and then reinstalling pgAdmin.
The best advice is to upgrade to pgAdmin III though - it doesn't use
activex and as such is free from these annoyances.
