Recent PostgreSQL usecases at pgfr

Hi there,

Last months I collected two new usecases for PostgreSQLFr.

Both can be used at postgresql.org, I have full authorization from the
people interviewed.

I am currently targetting new usecases and hopefully I'll try to have
like 3 or 4 new usecases this year, Im targetting public sector, since I
know huge usages of PostgreSQL here :)
