Thanks. I took the latest version from PSQL source tree, which seems to
 work. Is the latest version from the source tree same as Windows
7.1.0007, and is that relatively safe to use?

I did not see any tags corresponding to 7.1.0007? The latest tag was
REL7_1_2, and that was from last spring.
