Database "template1" does not exist in the systen catalog

Every thing compiled and installed correctly. The postmaster started
normally and initdb was run and did its thing.
I then logged into another shell as postgres and tried to "createdb
testdb" (or any other database). And got the message "database
"template1" does not exit in the system catalog".
The template files appear to be in the correct location.

Wazzzzzzzzz up with this.
