pgaccess connection err. with postmaster -i

I think I've installed everything by the book, but got following err.
message with a "postmaster -i "running

Error connecting database
Connection to database failed
connectDB() failed: Is the
postmaster running and
accepting TCP/IP (with -i)
connections at 'localhost' on
port '5432'?

what is going wrong here??
please help with a rep. at gvanbeck(at)vt4(dot)net
