This file seems to be rather seriously incomplete. When I pull changes
since 2001-01-11 using cvs2cl, I get about 2450 lines of stuff in 245
separate commit messages, not the 24 commits shown here.

No, the other 220 commits weren't all Bruce updating the TODO ;-)
