我想您看得懂简体中文，所以直接用中文回复，因为我英语不好。

首先，您发错了mailing-list，这里是pgAdmin III开发人员专用的，基本上不对应PostgreSQL的问题。
而且，除了我之外，他们应该都看不懂中文，所以也无法分清楚哪部分是乱码。
（我想对西方人而言，“ュ: 璇”和“日志: 语句”，都是方块字，没有啥区别。）

您的log文件中间乱码部分其实是UTF-8，正确指定编码之后仍然可读。

至于为什么乱码，很遗憾我也搞不清楚，因为日常工作中并不使用pgsql。
我只是在业余时间为pgAdmin III写一部分代码，对数据库了解很少。
